About the Commission
The DOSC was established to ensure that settlement funds are used responsibly, transparently, and effectively to address the opioid crisis in Delaware. Guided by 16 DE Code § 5196B (2025), the Commission can distribute funds through the following channels:
Grant awards
The Commission may award grants to organizations for allowable services that treat, prevent, and reduce opioid use disorder. This process ensures that funds support evidence-based efforts across all Delaware communities.
Direct Service Contracts
The Commission may direct the Department of Health and Social Services to enter into formal contracts. This allows for the targeted procurement of high-priority services that align with the State’s abatement strategy.
State and Local Government Allocations
The Commission may distribute funds directly to State agencies and local governments. These resources are administered under the Commission’s explicit direction to ensure all local remediation efforts meet settlement requirements.

My whole career has revolved around making sure that people who have behavioral health needs and justice involvement get connected to the services they need and deserve. Serving as Co-Chair of the Commission aligns with this passion, and I am honored by Governor Meyer’s appointment to this role. These settlement funds represent an incredible opportunity to resource services and initiatives that will save lives.
