Types of Grants

We currently offer three distinct grant programs: Community Grants, Local Government Grants, and Opioid Impact Fee Fund Grants. Our Community Grants are awarded through a competitive selection process and organized into three tiers (General, Mini, and Micro) to accommodate a broad spectrum of projects.

Community Grants

$30,000+

Competitive

General Grants

The General Grant awards $30,000 or more to qualified, experienced organizations addressing opioid and substance use disorders through evidence-based initiatives over a performance period of up to two years.

Eligibility Overview

Applicants must be legally registered entities operating in Delaware with at least two years of operational history, documented operational stability, transparent governance, qualified staffing, sound fiscal management, and readiness for detailed financial and performance reporting.

Competitive

Mini Grants

The Mini Grant awards $10,000 to $30,000 to Delaware legal entities for small-scale, localized projects that deploy rapid, measurable interventions responding to the state's opioid crisis.

Eligibility Overview

Applicants must be legally registered entities operating in Delaware. There is no prior operational history requirement, but applicants must demonstrate transparent governance, qualified staffing, program alignment, accountability, equity, and compliance with opioid settlement fund restrictions.

Micro Grants

The Micro Grant awards up to $10,000 through a simplified application and reporting process for Delaware legal entities responding quickly to urgent opioid crisis service gaps.

Eligibility Overview

Applicants must be legally registered entities operating in Delaware. There is no prior operational history requirement, and the simplified process supports emerging grassroots groups, neighborhood coalitions, and larger entities seeking flexible supplemental funding.

Local Government Grants

Noncompetitive (nonpublic)

Local Government Grants

The Local Government Grant funding is a noncompetitive track specifically for Delaware’s 10 eligible subdivisions. It provides a dedicated avenue for distributing opioid settlement dollars, ensuring that municipal and county governments have a consistent resource to address the opioid crisis.

Eligibility Overview

Eligibility is restricted to the 10 entities outlined in the Delaware ROADS MAP Agreement. These subdivisions serve on the Local Governments Committee (LGC) and are the only entities eligible for this specific fund. 

Counties: New Castle, Kent, Sussex 

Cities/Towns: Wilmington, Newark, Middletown, Smyrna, Dover, Milford, Seaford
